A perfect eight wins from eight was completed with an impressive 71-56 victory to take the title having never trailed in the contest.
Mojca Jelenc top scored with 15 points and added 10 rebounds for a double-double, while Tara Pulevic and Zala Srot both added 11 points apiece in the triumph.
Slovenia made an assured start to lead 15-7 at the end of the opening quarter and the gap between the two teams peaked at 23 points midway through the final period at 69-46.
For Portugal, their unbeaten run came to an end as they fell at the final hurdle as they did in 2013 with Ana Baretto leading the resistance with 14 points.
Earlier, Croatia joined the two teams on the podium with a 49-45 success over Norway securing an immediate return to Division A having been relegated last summer. Vivien Nejasmic starred with 16 points, 11 rebounds and 5 assists in the decisive victory.
Synne Jacobsen had 16 points and 12 rebounds in the defeat for Norway as they missed out on the chance to rise into Division A for the first time.
