How to qualify

The 10 nations taking part in the FIBA EuroBasket 2025 Pre-Qualifiers First Round were drawn into three groups, with each team playing the others in its group in home and away games in a round-robin system.

The First Round of the Pre-Qualifiers will take place in three windows on November 25-28, 2021, February 24-27, 2022, and June 30-July 3, 2022.

The three group winners as well as the top two runners-up and FIBA EuroBasket 2025 co-hosts Cyprus will advance to the Second Round, where they will be joined by six teams placed fourth in the FIBA Basketball World Cup 2023 European Qualifiers, while the four remaining teams will be directed to the Third Round for one last shot at making the Qualifiers. 

To determine the standings within a group, all games will be taken into account.

The Second Round will be played in August 2022, November 2022, and February 2023, with three groups of four teams each. The three group winners and the automatically-qualified Cyprus will advance to FIBA EuroBasket 2025 Qualifiers. The eight teams that do not advance to the Qualifiers via the Second Round will join four teams from the First Round in the Third Round, where the final spots in the Qualifiers will be decided.

To determine the best ranked second-placed team out of the three groups, the results against fourth-placed teams in the groups of four teams will be disregarded to compare the teams on a like-for-like basis as per the Official Basketball Rules.

The Third Round of the Qualifiers will be played in four groups of three teams each, with games taking place from July 19 to August 5.
